  ABOUT HRFOM
 

BRAC is a large organization in terms of number of staff employed. Earlier, all HR related work used to be carried out from Head Office. In 2005, it was felt that central control of HRD activities from head office was not that effective as expected for this huge number of staff. At that time it was very hard to provide HR services to every staff in the right time because the staffs are scattered in different field offices. That is why the management decided to decentralize its HR Division. In April 2005, BRAC has brought some changes in the functions of HR management such as decentralized it, set up an HRFOM section and established eleven HR Field Offices. In 2006, the number increased to fifteen from eleven. Those fifteen locations are: Rangpur, Bogra, Rajshahi, Faridpur, Jessore, Barisal, Chittagong, Comilla, Sylhet, Mymensingh, Sreemongal, Dinajpur, Rangamati, Khulna and Dhaka (under four zones).  The HRFOM Section is particularly responsible for overseeing HR Field Offices, giving directions and troubleshooting problems with 156 field HR officers.

To render better quality services to the staff, HRD has recently decided to increase its field offices. 15 more offices were added in 2008. The total number of Field office is now 30 (working under six zones).
OBJECTIVES OF HRFOM
  HRFOM is working with the objective of providing HR services to every staff at the right time irrespective of working area.
  MAJOR ACTIVITIES OF HRFOM
 
  • A major role of HR Field Operations Management is to coordinate its activities with different Programs. HR Officers are responsible to communicate with field management, participate in their meetings, visit field, and assist HO-HRD by providing necessary information.
  • Organize recruitment and selection processes in the field offices.
  • Ensure timely delivery of appointment and confirmation letter, pay slip, accommodation allowance slip, provident fund papers, transfer order, papers of joining after transfer and other stuffs.
  • Assist new staff with their joining process by being present in the area and regional offices.
  • Provide guidance to field supervisors to fill up assessment forms properly.
  • Counsel the staff regarding job security and benefits.
  • Coordinate and troubleshoot of IT related matters.
  • Support the field accountants and managers for providing correct input.
  • Update quarterly staff positions.
  • Communicate and coordinate with the field staff through attending meetings, workshops and sharing information related to new changes in the HRPP.
  • Orientation on Human Resource Policies & Procedure, Gender & SHE policy to the supervisors.
  • Training as well as Need Assessment Workshops on gender policy.
  • Half day HRPP orientation called RER (Rights, Entitlements and Responsibilities) to accelerate the HR services to all staff at all field offices of BRAC.
  • Sessions on HRPP and SHE policy in pre-service training and Operation Management Course.
  • Workshop on Organizational Culture Transformation (OCT).
